constexpr bool mir::mir_depth_layer_holds_toplevels(MirDepthLayer depth_layer)

Returns whether a MirDepthLayer is one in which application windows live.

mir_depth_layer_always_on_top counts: it is where always-on-top application windows live (for example the mir_shell_v1 floating regular archetype). Such windows are still applications, so policy that applies to applications (appearing in taskbars, focus-stealing prevention, …) must apply to them too.
